Dear Mr. Schmidt
Please don’t, don’t, don’t impose changes in the Electoral Law in accordance with the wishes of the deep state of Croatia, their satellite Mr. Covic and his party HDZ in B&H. Here’s why:
– Ultimately, this is not about the equality of Croats and the legitimate representation of the people, but about the centuries-old aspirations of the states of Croatia and Serbia on the territory of the Republic of Bosnia and Herzegovina. And Hitler used the alleged inequality of Germans in Czechoslovakia as an excuse for his aggression against that country.
-18% of Croats in BiH have 30% of the power at the state level and more than 50% of the power at the FBIH level. These are the facts and conclusive proof that they are not compromised. And HDZ uses that huge part of the power to block the entire state, together with Mr. Dodik. We are witnessing peacetime and diplomatic aggression against the state of Bosnia and Herzegovina with the ultimate goal of its destruction by the agreement of the war criminals Mr. Milosevic and Mr. Tudjman (1991).

This map tells you everything about the real intentions of Belgrade and Zagreb to divide and destroy the Republic of Bosnia and Herzegovina.
– The framework peace agreement for peace in Bosnia and Herzegovina produced only a ceasefire, but the aggression continues by other means. Please do not allow yourself to participate in that aggression by helping the deep state in Croatia to achieve its war goals.
Mr. Schmidt, the war in Bosnia and Herzegovina never arose as a result of internal contradictions but was always imported from the outside (quote of the historian Mr. Noel Malcolm), including the aggression of Serbia and Croatia from 1992 to 1995. We will find our way if the international community abandons the policy of indulging Serbia’s and Croatia’s sick and aggressive intentions. You have no right to change Annex 4, but only to interpret it and remove interference and blockages in its implementation. So far you haven’t done that. You have been in that position for almost a year, and the blockades of Mr. Covic and Mr. Dodik are still going on. In Annex 4, in the first place is the obligation to respect human rights and freedoms according to the European Convention. And nowhere is it stated that Bosniaks, Serbs, and Croats are “constitutive”, but only “constituent”, which means that they are only part of the whole without any exclusive rights concerning the others. Also, in Annex 4 there is nowhere a requirement for “legitimate representation” and nowhere is there a provision that “representatives” of the people of Bosniaks, Serbs, and Croats enter into power, but citizens from among Bosniaks, Serbs, and Croats, who represent the state of Bosnia and Herzegovina, its institutions and all its citizens. They do not represent their “tribes” but the state and all the citizens. All the countries of the world are multi-ethnic, BIH is no exception, the only exception is that Serbia and Croatia, through their proxy parties HDZ and SNSD, continue their aggression against BiH using lobbying, misusing EU, and diplomatic means.
Instead of intending to impose a racist Electoral Law, which has not been seen anywhere in the world until now, please implement the judgments of the ECHR and remove from power the politicians who are strangling and blocking the state of BIH. If you don’t do that, you risk that Serbia and Croatia, together with Russia, start the Third World War in BiH, just as Serbia started the First World War with the same goals. The people of B&H, who love their homeland from all three ethnic communities will not agree to disappear without a fight. So please DON’T, DON’T, DON’T.
